Antoine ran a French watch and accessories brand that had been focused on Shanghai and Beijing for two years. His Shanghai KOL drove strong engagement. Weak sales. Then his Tmall analytics showed something he had not expected: 40% of his orders were coming from Chengdu, Chongqing, and Wuhan. Cities his marketing had never specifically targeted.
He called me confused. I told him: congratulations, you just found your actual Chinese customers.
Why Tier 2 and Tier 3 Cities Are the Real Growth Engine for Fashion in China
Shanghai and Beijing are saturated markets for premium fashion. Consumer expectations are high, competition is intense, and the cost of acquisition is among the highest in the world. Tier 2 cities (Chengdu, Chongqing, Wuhan, Hangzhou, Xi’an) and Tier 3 cities have a different profile: rising disposable incomes, lower competition from premium international brands, and consumers who aspire to the lifestyle they see on XHS and Douyin.
According to McKinsey’s China consumer data, 60% of China’s premium fashion growth in 2025 came from cities outside Shanghai, Beijing, and Guangzhou. Chengdu alone has become one of the top 5 luxury consumption cities in China. And unlike Shanghai, premium fashion consumers in Chengdu are less price-sensitive because they have fewer options and more money relative to cost of living.
How to Reach Tier 2 and Tier 3 Fashion Consumers
- XHS and Douyin reach these consumers at no geographic premium. Unlike physical retail or local media, social platform advertising and organic content reach Chengdu and Wuhan users as efficiently as Shanghai users. Geography is not a barrier in Chinese digital marketing.
- Check your Tmall analytics before targeting decisions. Your existing Tmall data likely shows where your actual demand is coming from. Most brands are surprised to find tier 2 and 3 concentration in their order data.
- Do not assume Chengdu is “cheaper” than Shanghai. Tier 2 consumers buy premium. They have disposable income. The mistake is to adjust your pricing or brand positioning downward for these markets. Maintain premium positioning.
- Localize event marketing to Tier 2 cities. Pop-up events, showroom openings, and KOL meetups in Chengdu, Hangzhou, or Xi’an generate disproportionate media impact relative to equivalent Shanghai events, because competition for attention is lower.
Antoine reallocated 40% of his XHS content budget to creators based in Chengdu and Wuhan. He ran a pop-up event in Chengdu with a local luxury lifestyle KOL. Q3 results: Chengdu became his top-grossing city in China. Shanghai dropped to third.
Voilà pourquoi: the Chinese consumer you are looking for is probably not in the city you are targeting. Check your data. Then follow the demand.
